The Fill tool will fill a closed gap with the selected Element.
If you use the Fill Tool on a non-closed shape, it will fill all of the contiguous tapped Element with the one selected. Do take into account that the Fill tool works with ANY Element, if you select Water, and with the Fill Tool tap on Soil, it will replace all contiguous Soil in a closed shape with Water.
